B2604588 2017 DCECC Section G1.2.2 Performance Rating Calculation Proposed Modification: The base code requires the performance path to analyze energy cost reductions. To align with the District's zero carbon goals, we propose to base the calculations off energy consumption instead. This addresses significant utility rate discrepancies that favor using natural gas, a direct conflict to the District's vision for a cleaner city. Use 90.1-2022 Appendix I methodology that replaces references to "energy cost" with "source energy".

2017 DC Green Construction Code Section 101.12.5.2. Proposed Modification: Exemption from certifying Energy Star by pursuing only LEED Multifamily Midrise as an ACP. Please see additional supporting documentation. The proposed modification meets the intent and purpose of the DC Construction Code Section 101.12.5.2 because the LEED Multifamily Midrise rating system requires on-site verification and blower door testing which ENERGY STAR also requires. ENERGY STAR certification would be a redundant layer to LEED Multifamily Midrise certification.
