The Champlain Substation is located on a 0.7-acre site at the corner of Champlain Street and Old Morgan School Place in Northwest Washington (the Site). The third side of the site is bounded by Ontario Road. The Site contains the two-story Substation building on its northwest corner facing Champlain Street, which was constructed in 1930 and design by Arthur B. Heaton in the Art Deco style. The west and south elevations are clad in brick with a granite foundation and limestone accents; the south elevation includes a series of six distinctive buttresses. The east elevation is constructed of red brick laid in American bond pattern. The north elevation is parged with a mural. Also, on the Site is a substantial amount of outdoor, unenclosed and unscreened electrical equipment. The project will partially demolish the existing Champlain Substation as described in the approved Mayors Agent application HPA No. 23-318 dated January 3, 2024. This includes the outdoor, unenclosed and unscreened electrical equipment. The demolition portion of the project is currently in the demolition permit process #D2300320. With the selective demolition the project will adaptively reuse the existing Substation building to house an expanded and updated electric substation. PEPCO will preserve the existing west fa?ade and portions of the south fa?ade including two of the buttresses, which are the existing buildings most conspicuous historic elements. New construction would extend east from the preserved portion of the existing substation and constitute a new two and a half story plus cellar building. The new building will include 43,119 SF of area for enhancing the electrical service, adding capacity, and stronger systems. The project will also incorporate new landscape areas on the east and west sides and streetscape elements. This includes bioretention areas, permeable pavers, green walls, and solar panels on the roof of the station to comply with the GAR requirement of 0.3.
