The proposed modification meets the intent and purpose of DC Construction Section 101.12.5.2 because the LEED Multifamily Midrise rating system requires on-site verification and blower door testing which ENERGY STAR also requires. ENERGY STAR certification would be a redundant layer to LEED Multifamily Midrise certification.
